a. For projects that do not conform to municipal codes, we prepare variance and waiver applications to request exceptions on behalf of our clients. These may include:

i. Extending a dock or seawall beyond the standard allowable projection
ii. Installing additional boat lifts beyond code limitations
iii. Other site-specific deviations from local regulations

b. While approvals are subject to municipal review, our team ensures all necessary documentation is properly prepared and presented for consideration.

06

Underwater Inspections, Seawall Inspections & Waterfront Inspections

a. If you’re purchasing waterfront property in Florida, a professional inspection of the seawall, dock, or other marine structures is essential. Hidden structural issues can result in costly repairs, and a thorough evaluation ensures you’re making an informed investment.

b. Breezy Permits provides neutral, third-party inspections, offering unbiased reports that homeowners and buyers can use to assess waterfront property conditions before making decisions. Our inspections combine:

i. Certified divers for detailed hands-on evaluations
ii. Advanced underwater drone technology for high-resolution imaging and video documentation
iii. Licensed Florida engineers to sign and seal inspection reports

c. These inspections are valuable for:

i. Waterfront property buyers looking to assess the condition of seawalls, docks, and pilings
ii. Homeowners wanting to stay ahead of maintenance and avoid costly repairs.
iii. Marinas and commercial properties ensuring compliance and safety

07

Benthic Resource Surveying

a. Most marine construction projects in South Florida require an in-season benthic resource survey to identify seagrass, corals, and other protected marine life in the area. If you are planning a dock, seawall, lift, or any waterfront development, having a benthic resource survey on file can help avoid project delays.

b. Our in-house biologist conducts these surveys to ensure compliance with permitting requirements. The FDEP’s official growing season for benthic surveysruns from April 1st to September 30th, and most agencies will require surveys during this timeframe for project approvals. Planning ahead and completing this survey early can help keep your project on schedule.

Frequently Asked Questions

Have questions? We have answers. Find clarity on the most common inquiries about our permitting services.

How long does the permitting process for a Marine Construction Project take?

The timeframe to receive approvals for a marine construction project varies depending on the location of your specific project site and the different environmental approvals that you will be required to obtain for that specific site. In most cases, if your project is farther than 300ft from a federal channel the timeframe to obtain all approvals will be between 3-4 months. If we need to obtain a separate approval from the corps then the timeline is typically 6-9 months when dealing with the army corps.

Are you able to notarize my documents?

Yes! We are happily able to notarize any documents that may need to be notarized for your projects.

Are engineered plans required for marine construction projects?

The majority of local building departments and some environmental agencies require official signed and sealed engineered plans to obtain approvals for marine construction projects. Breezy Permits can happily coordinate for engineered plans to be made for your project with one of our trusted vendors for a 20% coordination fee.

Do you need environmental approval for a dock or boat lift replacement?

Yes! Dock replacements, boat lift replacements, and new boat lift installations ALL require environmental approval. Typically a replacement that is being proposed within the same footprint will obtain environmental approvals a lot quicker than a brand new dock that’s being proposed.

What surveys are commonly needed for marine construction projects?

A boundary survey is always needed to make engineered plans for projects in the marine construction industry. Depending on the complexity and the location of your project the following surveys might also be requested:
  • ➡️ XY Survey
  • ➡️ Topographic Survey
  • ➡️ Seagrass Survey
Breezy Permits can always coordinate these on your behalf with one of our trusted vendors for a 20% coordination fee.

What happens if I build without a permit?

Constructing without the proper permits can lead to fines, stop-work orders, or even the requirement to remove the structure. Breezy Permits ensures your project is fully compliant from the start, avoiding costly legal and environmental issues.

How does Breezy Permits help streamline the process?

We handle everything from initial consultations and site assessments to application submissions and agency coordination. Our expertise ensures your project moves forward smoothly, reducing stress and saving you time by navigating the complexities of marine permitting on your behalf.
